An over the shoulder shot is used to show conversation between characters, that they are interacting with one an other. It also shows a certain character's viewpoint, aswell as what they are doing at the time.
They are useful in dramatic scenes where the audience are supposed to view the whole conversation, and the person's reactions to what they are being told/shown.
